State Rep. Monica Robb Blasdel | The Ohio House of Representatives
State Representative Monica Robb Blasdel has cast her vote in favor of House Bill 247, also referred to as "Avery's Law." The legislation aims to introduce new regulations for owners of vicious dogs to help prevent attacks.
"There is a need for reforms in our dangerous dog laws. We have all been made aware of deaths and serious injuries caused by unprovoked dogs attacks in Ohio," stated Robb Blasdel. "This legislation provides a strong framework for those who neglect the responsibility of dog ownership."
The bill includes several key measures:
- It imposes criminal penalties on dog owners who negligently fail to prevent their dogs from attacking without provocation.
- Local dog wardens are granted the authority to seize a dog immediately following an attack.
- The bill revises investigation and enforcement requirements when authorities receive complaints indicating potential violations of Dog Law provisions.
- Protections are included for dogs defending themselves, their owners, or their property.
- After due process, the termination of a dog is mandated if it kills or seriously injures a person.
House Bill 247 is named after Avery Russell, who suffered severe injuries in a dog attack in Reynoldsburg, Ohio, in June 2024 at the age of 11.
The bill will now proceed to the Senate for further deliberation.
