The EDA Regional office of Chicago awarded an Opportunity Zone grant to the Eastgate Regional Council of Governments on Sept. 2, 2020 with a total project amount of $279,115 from the US Economic Development Administration.

The U.S. Economic Development Administration offered the following description of this project:

"This EDA investment supports the Eastgate Regional Council of Governments with conducting a broadband feasibility study to enable the region, including Ashtabula, Mahoning, and Trumbull Counties in northeastern Ohio, to begin the process of establishing a cutting-edge, expansive, and purpose-driven fiber-optic network. Once completed, the study will help attract businesses and entrepreneurs from the innovation and tech economies, while enabling the existing manufacturing efforts in the area to modernize and transition into more advanced forms of industry that are competitive in the global marketplace. In addition, the study will benefit a designated Opportunity Zone and provide essential information to support the region's efforts in building a broadband system to diversify its economy, which will help sustain and grow businesses throughout an area hit hard by the decline of the coal industry."

According to the Internal Revenue Service, opportunity zones were added to the tax code under The Tax Cuts and Jobs Act of 2017. The bill has come under some criticism for creating another big tax break for the ultra-wealthy.

The EDA is a federal government agency that focuses exclusively on economic development. The agency solicits applications for funding in order to support construction, non-construction planning, technical assistance, and revolving loan fund projects under the agency's Public Works and the Economic Adjustment Assistance (EAA) programs. Grants made under these programs are designed to advance economic development in distressed communities.
